More than 2 million individuals are housed in our nation’s
correctional institutions. Many of these inmates represent medically
underserved populations. They receive a broad spectrum of health
services ranging from treatment for infectious diseases (e.g.,
hepatitis, HIV/AIDS, tuberculosis) to management of chronic illnesses
(e.g., asthma, diabetes, hypertension) to general health care. They also
receive dental care, mental health care, substance abuse treatment and
health education. To meet this heavy demand for government-mandated
health care, correctional facilities spend nearly $6 billion dollars on
health care services, supplies and equipment each year. And as inmate
populations rise, so do health care expenditures. At the state level,
correctional health care costs have been growing by 10% annually.
